High Hazard Industry ??? OSHA Safety Manual

I'm still in the business plan & training stage of opening up a new fabrication shop in Calif and (http://maplered.com) have a couple of questions. Is the Stone (http://g603.net) fabrication industry on the "List of High Hazard Industries" ?
Second, is there anyone that can steer me in th right direction regarding an OSHA compliant in-house safety Manual/Program so that I don't have to start from scratch. Anyone willing to share ? I know no two shops have the same equip etc... but the basics should be pretty similar across the board.
Anyone gone through the OSHA inspection process that can shed a little light ?
